Fraud Landscape in Nigeria 2015

Globally fraud is on the rise as well as its sophistication. In Nigeria, over the years most of these incidents have gone unreported. However, in 2013 under the directive of the CBN (Central Bank of Nigeria), NIBSS (Nigeria Interbank Settlement System Plc) developed the Anti-Fraud Portal with a view of getting the Banks to report their e-payment frauds as it occurs. In this report, the InfoSec (Information System Security) department of NIBSS shows the analysis of the reported frauds to detect and show the trends of e-payment frauds in Nigeria.

This report is focused on informing and helping the public understand payment fraud issues. The aggregated data will also inform consumers and businesses on how fraud occurs using various channels, as well as aid financial institutions with more effective fraud trend monitoring and preventive measures to combat the fraud.

NIBSS, IBM and Samsung Ennovate Naija Challenge

ennowebanner2

The Central Bank of Nigeria (CBN) introduced a new policy on cash-based transactions which stipulates a cash handling charge on daily cash withdrawals. The new policy is aimed at reducing the amount of physical cash circulating, encouraging more electronic-based transactions (payments for goods, services, transfers, etc.) and drive financial inclusion by providing more efficient transaction options and greater reach. It is also aimed at developing and modernizing the Nigerian payment system.

As a proactive measure to solve some of the challenges posed by the cashless policy, Nigeria Inter-Bank Settlement Systems PLC (NIBSS) conceived the idea of organizing an online crowd sourced contest aimed at generating innovative ideas to drive the policy, and generate solutions to overcome the present challenges.

The contest known as the “2015 ennovation Challenge” is managed by Digital Jewels Limited and is organized in partnership with Samsung and IBM. A large percentage of the process will be completed online. Participants will be required to log on to a website ennovatenaija.com and write ideas around the topic “How do I make cashless policy more effective in my community” for cash reward of N350, 000 each and some Samsung devices for the top 10 ideas. The competition which is open to all and entries closes by 12 noon May 10, 2015.

LIST OF APPROVED PAYMENT TERMINALS/APPLICATIONS

Payment Terminal and Application Certification

In August 2011, the Central Bank of Nigeria approved the Guidelines on Point Of Sale (PoS) Card Acceptance Services, which amongst others, mandated Nigeria Inter-Bank Settlement System Plc (NIBSS) to act as the Payments Terminal Service Aggregator for the financial system.

As the Payment Terminal Service Aggregator (PTSA), NIBSS is expected to be the only entity permitted to operate a Terminal Management System (TMS) and all payment terminals operating in Nigeria are required to connect to the PTSA. This is to ensure comprehensive oversight, reporting/performance monitoring, and also conforms to the objectives of shared industry infrastructure and best practice.

Consequently, NIBSS is responsible for the certification and re-certification of all payment terminals and applications on behalf of the Industry. This will ensure that payment terminals deployed in Nigeria meet all required certifications and the minimum POS specifications as defined in the CBN approved guidelines.
